Free Worlds Of Klinzhai

“I hereby abolish the title of Emperor, and invest the authority to command all Klingons on the High Council, which must reflect the will of all inhabitants of the old Empire. The Empire is dead. Long live the Free Worlds!” The Last Emperor, Kurnak rai-Optan, 2321

The Free Worlds of Klinzhai is the largest successor state to the collapsed Klingon Empire, and is a stalwart ally of the United Federation of Planets – to the point that some have suggested combining the two entities into a permanent 'Grand Alliance'. It inherited the bulk of the population, industry and military strength of the former Empire, and as such has major power status.

Following the explosion on Praxis, the Klingon Empire lost its homeworld, and billions of Klingons were made homeless. Federation aid was unstinting during this period, which led to a great wave of pro-Federation sympathy among the majority of the citizens of the Empire, though the hard-liners attempted to reject such assistance. Not only did the Federation provide material help, but it also provided ideas. When Qo'Nos was finally evacuated, and governmental facilities moved to the new capital of Klinzhai, many of the colonies and outer worlds petitioned for increased autonomy.

The Emperor of the day could have launched a wave of suppression. Hard-liners in the military would have supported this action, but he believed, with some justification, that any civil war would only destroy the Empire. So he abdicated, investing his power in a semi-democratic 'High Council', and granting the other worlds the freedom they requested. So the Free Worlds of Klinzhai were born.

Not all the planets accepted this offer. Some of the outlying systems banded into new alliances and declared themselves independent states, and nearly a dozen such states still exist – some still fiercely independent, some essentially Klinzhai (or in one case, Federation) client states. The Imperial Klingon State gained much as well from this, with a final wave of settlement and technological transfer. A formal alliance with the Federation was cemented in 2325, and full technological integration began.

The primary defensive arm of the Free Worlds is the Klingon Defence Force, a body primarily military in scope, tasked with protecting the Free Worlds from any external threat. The bulk of KDF forces are stationed on the Romulan border. The primary capital ship is the K'Mirra-class Battlecruiser, representing a fusion of Klingon, Andorian and Human technology. Many Klingon exchange officers serve tours of duty in Starfleet, and the reverse is also true of Starfleet officers, though few have elected to make this change permanent. A far greater degree of integration exists in the Marine Corps of both nations; both powers operate similar tactical doctrine.

The political life of the Free Worlds is turbulent, to say the least, with alliances on the High Council changing with regularity. Generally, the one common threat in Free Worlds politics is the necessity of the Federation alliance, though the degree of the alliance can vary, with a sizeable minority favouring simply joining the Federation. Matters of contention generally revolve around the independence of individual planetary systems, trade tariffs, and the Imperial Klingon State – seen as a combination of safety valve and embarrassment.
